Loot on in the name of reforms and aam aadmi, Mamata Banerjee says

KOLKATA: "Looting is on in the name of aam admi and reforms," Trinamool Congress chief Mamata Banerjee hit out today ahead of her party's demonstration in Delhi on October one to protest the UPA government's decision to allow FDI in retail.
"Reforms are meant to usher development for the people. Nowadays, the trend is whenever any anti-people decision is taken, it is taken in the name of reforms," Banerjee, who left for Delhi during the day to attend her party's demonstration at Jantar Mantar on Monday, said in her post in Facebook.
Her comments came shortly after Prime Minister Manmohan Singh indicated that the Centre may continue with the reforms process and expressed willingness to discuss issues with the allies.
"We will do what is good for the country... reforms are not one-off process," he said in Delhi.
Six Trinamool Congress central ministers had submitted their resignations on September 21 to the Prime Minister in protest against allowing FDI in retail, diesel price hike and the cap on subsidised cooking gas cylinders. The party had also submitted a letter to President Pranab Mukherjee formally withdrawing TMC's support to the UPA II government.
Senior party leader and former union minister of state for Urban Development Saugata Roy told PTI that all the party MPs are supposed to take part at the dharna at Jantar Mantar on Monday.
Referring to the finance ministry's decision to levy service tax on air conditioned passenger coaches and freight services fares in Railways from October 1, he said it would further burden the people after the decisions on hiking price of diesel, restriction on subsidised LPG cylinders, increase in fertiliser prices and permission to FDI in retail.

Know why Samsung is waiting for iPhone 5 launch

NEW DELHI: It is not just the Apple fanboys who are eagerly awaiting the iPhone 5 to launch. Apple's arch rival Samsung too is waiting to get its hands on the iPhone 5. However, rather than comparing its capabilities with its flagship Galaxy S III, the South Korean manufacturer is waiting to see how many of its patents does the new iPhone violate.

According to Foss Patents, a blog that covers news about wireless patents and mobile devices, Samsung has filed a case management statement with the United States District Court for the Northern District of California against Apple. In the filing, the company said that it is certain Apple iPhone 5 will infringe upon eight of its patents, just like the previous iPhones.

The filing, as per Foss Patents, says, "Samsung anticipates that it will file, in the near future, a motion to amend its infringement contentions to add the iPhone 5 as an accused product. Based on information currently available, Samsung expects that the iPhone 5 will infringe the asserted Samsung patents-in-suit in the same way as the other accused iPhone models. Samsung plans to file a motion to amend its infringement contentions to address the iPhone 5 as soon as it has had a reasonable opportunity to analyze the device. Because Samsung believes the accused functionality of the iPhone 5 will be similar to the accused functionality of other accused Apple products, Samsung does not believe that amendment of its infringement contentions should affect the case schedule."

On Thursday, Samsung said in a separate statement: "Apple continues to take aggressive legal measures that will limit market competition. Under these circumstances, we have little choice but to take the steps necessary to protect our innovations and intellectual property rights."
Apple Korea reiterated its position that it was the victim of copying, not vice versa. "At Apple, we value originality and innovation... We make these products to delight our customers, not for our competitors to flagrantly copy."

This move is part of a larger patent war between Apple and Samsung, where both litigants stress that the other violates its patents. The biggest development in the battle was last month, when Apple won a lawsuit in the US, its home ground, and Samsung was ordered to pay it over $1 billion in damages. The jury also found that Apple did not infringe any of Samsung's asserted patents.

The iPhone maker then gave a list of 21 Samsung smartphones that it wants banned in the US, including the current flagship Galaxy S III, as well as Galaxy S II, Galaxy Note and Galaxy Ace.

Samsung has appealed against the verdict to the court.

Samsung, the biggest Android phone maker, received a second US legal setback last week when a judge at the International Trade Commission said in a preliminary ruling that Apple did not violate patents owned by Samsung.

Apple's victory was also a blow to Google, whose Android software powers the Samsung products that were found to infringe Apple patents.

Gopal Goyal Kanda remanded to 7-day police custody by court

NEW DELHI: Former Haryana minister Gopal Goyal Kanda, a key accused in the Geetika Sharma suicide case, was on Saturday remanded by a Delhi court to 7-day police custody.
Additional chief metropolitan magistrate D K Jangala remanded Kanda to police custody after the Delhi police said they need his sustained custodial interrogation to recover various documents and some hard drives which were missing from the MDLR Group's office and they also need to confront him with other documents which they have recovered till now.
During the hearing the police sought 14-day remand of Kanda saying that he is the sole source through whom they can collect all the documents and key evidence relating to the case.
Kanda, who was arrested in the wee hours on Saturday after being on the run for the past 10 days, was produced in the court room which was packed to capacity.
Many of his supporters were stopped from entering the court with police personnel bolting the door from inside.
Senior advocate Ramesh Gupta, appearing for Kanda, vehemently opposed the police' plea for 14-day custody saying that his client was not an absconder as termed by the police and he himself had surrendered in a police station.
He said that no purpose will be served by keeping his client in police custody as the cops have already searched the premises and his office.

Left with little option after the Delhi high court rejected his anticipatory bail plea on Saturday, Kanda had surrendered before police early on Saturday morning.

A magisterial court had on Thursday issued a non-bailable warrant (NBW) against the former Haryana minister. The court had asked the police to execute the arrest warrant by August 24.

Kanda's employee, Aruna Chaddha, a senior functionary with now defunct MDLR airlines, has already been arrested and is in judicial custody in connection with the suicide of 23-year-old air hostess Geetika Sharma, who allegedly took her life on August 5 at her Ashok Vihar residence.

In her suicide note, Geetika had alleged that Kanda and Chaddha were harassing her to rejoin the former minister's firm after she left the job.

Both Kanda and Chaddha have denied the allegation.

Devendro Singh knocked out of London Olympics

NEW DELHI: Indian boxer Devendro Singh lost to Paddy Barnes of Ireland 18-23 in the quarterfinals as India's medal hopes dashed in the light flyweight (49kg) category of the London Olympics on Wednesday.

Devendro surprised his Irish opponent Paddy as he launched flurry of punches right from the word go which also fetched Devendro few points early on but the seasoned Paddy led the first round with a 7-5 scoreline.

Paddy kept his cool against aggressive Devendro as he scored crucial points from occasional punches. Devendro lost two crucial penalty points for attempting headbutt against his Irish opponent in the second round.

Paddy increased his overall tally to 17-10 after the second round. Paddy won the second round 10-5 against Devendro.

Beijing Olympics bronze medalist Paddy exhibited his experience against fearless Devendro as he avoided him most of the time in the third and final round.

Paddy relied on his occasional punches while Devendro was in no mood to surrender as he unleashed immaculate punches to seal the third round 8-6 in his favour but it was not enough to take him through to the semifinals.

Earlier in the Olympics, Devendro beat Beijing Olympics silver medalist Serdamba Purevdorj of Mongolia in round of 16 to move into the quarterfinals of the London Olympics.

Devendro started off his Olympic campaign in style as he outpunched Bayron Molina Figueroa of Honduras in the round of 32 after referee stopped the contest.

Pune blasts case transferred to crime branch, CCTV cameras at blast sites non-functional

PUNE: The Pune police crime branch on Thursday took over the probe into the serial bomb blasts that rocked the city on Wednesday within hours of Sushilkumar Shinde taking over as the country's home minister.

Four low intensity explosions rattled the city on Wednesday between 7.30 pm to 8.35 pm injuring one person.

One device went off in the Balgandharva Chowk, the second in a dustbin outside a McDonald's outlet, the third outside Dena Bank and the fourth near the Garware flyover. The last two devices were attached to bicycles. The fifth and sixth device was defused by the bomb disposal and detection squad outside the Sai Service car showroom and near Dena Bank.

Deputy commissioner of police (Zone I) Makarand Ranade on Thursday told TOI, "The serial blast case has been transferred to the crime branch. Assistant commissioner of police (crime) Vinod has been appointed as the investigating officer." Satav had earlier investigated the German bakery blast case and had arrested the lone conspirator Mirza Himayat Inayat Baig.

"The crime branch and state anti terrorism squad are conducting joint investigations. The motive behind the blast is not known. We are exploring all possibilities for detecting the case. No suspects have been arrested," Ranade added.

The blasts sparked chaos and panic on the road. The road, which is a major shopping hub and hosts a large number of eating joints, is an arterial link between the Pune-Mumbai highway and the heart of the city.

The German Bakery blast of February 13, 2010 happened in the Koregaon Park area, which is around 5 km from J M Road. The bakery blast had killed 17 and injured 64.

The Wednesday explosive devices were placed at regular intervals on a 700-metre stretch of the J M Road from Balgandharva Chowk to the Garware flyover. All six explosive devices were placed on only one side of the road.

"All the blasts happened in one locality. It does not seem to be a terrorist attack, rather it seems to have been the work of a mischief-maker," Pune police commissioner Gulabrao Pol earlier told TOI.

However, Union home secretary R K Singh said in New Delhi that terror angle could not be ruled out as the blasts occurring minutes apart were a coordinated act.

Investigators trying to string together bits of evidence in the serial low-intensity blasts in the city have hit a hurdle as some CCTV cameras at the explosion sites have been found to be non-functional.
The CCTV cameras installed at Dena Bank, McDonald's and Bal Gandharva traffic square, near where the explosions occurred, have not yielded any clue so far and some of them were non-functional, sources in the investigative agencies said on condition of anonymity.
Sources said the Maharashtra ATS, city Crime Branch and the NIA are looking for clues from the two bicycles as two of the four coordinated blasts last night occurred in their front carriers.
Explosives were strapped on the bicycles which appeared newly purchased. The investigators are trying to locate the shop from where the bicycles were bought.
As per reports, a black sticky substance with ammonium nitrate was used in the explosions, forensic experts are also trying to ascertain the concentration of explosives in the devices to zero in on the likely group behind the blasts.
According to sources, different terror groups use varied concentration of explosives in their "signature bombs". Battery operated detonators with digital timers could have been used to trigger the blasts, the reports said.
Dayanand Patil, the only person injured in the blast at Bal Gandharva Theatre square, is being questioned by the police as to how the explosive found its way into his carry bag.
Sources said Patil, who sustained minor injuries, was not being treated as a suspect in the case.
Patil, who hails from nearby Urali Kanchan village and used to commute daily to Pune for tailoring work, is in hospital where his statement is being recorded. He told the police that he had been to the 'dharna' (sit-in protest) by Anna Hazare's India Against Corruption supporters and somebody might have slipped in the explosive in his carry bag. The explosion occurred when he tried to open a box in which the explosive was kept.
His wife, Satyakala, was also being questioned by police, sources said.
Police have registered an offence against "unknown persons" under sections 307 (attempt to murder), 427 (mischief causing damage), 120 B (criminal conspiracy) and relevant sections of Unlawful Activities Prevention Act and Explosive Substances Act.
Activists of India against corruption (IAC), who have been staging a dharna just opposite the Bal Ghandharva Theatre, said they would call it off temporarily in response to a directive by police for security reasons.
Meanwhile, life in the city and busy Jangli Maharaj ( JM) road, where the four coordinated blasts occurred, is normal. Barring the blasts sites which have been barricaded by police, people could be seen moving as usual on the occasion of Raksha Bandhan.
Maharashtra home minister R R Patil, who visited the blast sites, also held a meeting with top police officials this morning to review the situation and take stock of the probe.

An NCP leader, who declined to be identified, said that non-Congress constituents in the UPA have been sympathetic to the demands raised by it

NCP on Tuesday warned the Congress that if its demands like coordination committee for UPA coalition and better treatment of allies were not not resolved by tomorrow it would pull out from the government.

"We are a responsible party and it would not behove the stature of a leader like Pawar to be absent at two successive Cabinet meetings," he said, suggesting that Pawar would rather like to end the suspense on his resignation.

"Therefore our deadline ends tomorrow", he said ahead of Thursday's meeting of the Cabinet.

Pawar and his party colleague Praful Patel had kept away from the Cabinet meeting last week expressing their desire to quit for building their party. Patel has strongly refuted speculation that the NCP was putting the Congress in a spot with an eye for No 2 slot for Pawar in the Cabinet.

"The issues raised by the NCP were for better coordination and all the other UPA constituents were "sympathetic", the leader claimed.

Dismissing speculation that the standoff has been created for the inclusion of Supriya Sule in the Union Cabinet, the leader claimed that the NCP has no wish list and is not seeking more ministries or departments. Sule is Pawar's daughter and MP from Baramati.

The NCP leader said that the allies have no say in the functioning of the government and their role was limited to four walls of their ministries. The allies are not being given a fair share in power and not even consulted on appointments of Governor. The NCP came to know about the appointment of the governor of Maharahstra through the media, he alleged.

In Maharashtra, there has not been a single meeting of the Congress-NCP coordination committee since Prithviraj Chavan became the chief minister. He said that the AICC in charge of Maharashtra was also not in touch with the NCP.

Unlike at the Centre, the NCP ministers in the state are not being consulted by the chief minister on the appointment of secretaries of their departments. He alleged that a smear campaign against NCP ministers was being carried out by supporters of the chief minister.

He added that the chief minister should bring out a white paper on the irrigation sector in the state.

Violence engulfs Assam, Manmohan tells CM to monitor situation

GUWAHATI/NEW DELHI: The death toll in the ongoing ethnic clash between Bodo and Bengali speaking Muslims in the Bodo heartland in Kokrajhar district since Friday, rose to 25 as additional central paramilitary forces from different parts of the country are on their way to the troubled area.

Over 50, 000 people belonging to both the communities have been affected in the spate of violence so far. The population of Bodos, the largest tribal group among the 23 notified scheduled tribes, is just over five per cent of the total population of the state while Muslims constitute nearly 33 per cent.

Eighteen companies of paramilitary forces have so far been deployed in Kokrajhar and Chirang districts. Bodoland Territorial Council inspector general of police, SN Singh said that indefinite curfew has been imposed in the twin districts to pre-empt further escalation of violence. Singh said that shoot-at-site order has also been issued.

State government spokesman and agriculture minister Nilamani Sen Deka, who is at Kokrajhar, said, "There are no reports of any escalation of violence except some incidents of burning of abandoned villages by miscreants."

The Northeast Frontier Railway authorities have cancelled 11 trains to Howrah, New Delhi, Mumbai and southern states, including the Rajdhani Express, all of which pass through Kokrajhar.

Located at the western end of Assam and bordering West Bengal on its west and Bhutan on north, Kokrajhar district is the cauldron of simmering communal mistrust leading to hatred in Assam's western territory that is boiling again.

Four ethnic clashes in 60 years involving the Bodos, the first human race in this part of the country, Bengali speaking Muslims and Adivasis have all been borne out of mistrust among the communities.

"All the clashes have the same characteristics. The mistrust is so high that just a small spark is enough to create an inferno," a top official Assam Police said. He added, "People are rendered homeless in every such clash, but we have seen that these people return to their land, even after 10 years of living in relief camps."

It was in 1952 when Bodos first clashed with Muslims. In 1993 and 1994 Bodos clashed again with Muslims after the Bodo Accord which gave autonomy to Bodos. The clash was termed as "ethnic cleansing" by the then state government.

More than 100 people were killed and at least 60,000 from both the communities were rendered homeless. As the accord of 1993 failed, Bodos resumed their struggle for identity and turned so fierce that Santhals were mercilessly killed in two back-to-back clashes in 1996 and 1998. Over 300 people were killed and more than three lakh people made homeless at the time. The last time Bodos clashed with Muslims was in 2008.

4 killed in police firing

The toll in continuing violence in western Assam reached 25 today with four persons killed in police firing in Kokrajhar district, where shoot-at-sight orders and indefinite curfew were in force.

"Four persons were killed in police firing this morning when they were indulging in violence in the Rampur and Chaparkata areas of Kokrajhar," IGP, Bodoland Territorial Areas District (BTAD), S N Singh said.

Sporadic incidents of violence and arson were reported from Kokrajhar, Chirang and Dhubri districts, while the situation was tense in neighbouring Bongaigaon and Udalguri districts. Bongaigaon and Udalguri districts fall under the BTAD.

Around 70 houses in four villages at Bijni in Chirang district were torched. Over 50,000 people are housed in relief camps.

Prime Minister Manmohan Singh called up Assam Chief Minister Tarun Gogoi during the day and directed him to do everything possible to control the violence. The prime minister also promised Gogoi more central assistance.

Guwahati molestation: Cops to question journalist, man moves SC for compensation to victim

GUWAHATI: Assam Police will soon question a journalist and a camera person of a Guwahati-based news channel who had videographed the molestation of a girl here.
This was conveyed to the Centre by Assam government which also promised complete overhaul of Guwahati city police, receiving flak for alleged delay in taking prompt action to stop crime and in arresting culprits.
Sources said the state government has told the home ministry that police was suspecting that TV journalist Gaurav Jyoti Neog might have orchestrated the molestation of the girl by instigating the mob as the prime accused Amar Jyoti Kalita, who is absconding, was reported to be his friend.
Police are likely to ask Neog and the cameraperson about their presence at the spot and what they did to stop the attack on the girl. "If any culpability is found, they may be arrested too," a source said.
In a report to the home ministry, the state government gave a detailed description of the whole incident and promised complete overhaul of Guwahati city police. Assam DGP Jayanto N Choudhury too spoke to Union home secretary R K Singh today and briefed him about the incident and police action so far.
Seven people have been arrested so far in the incident, which took place on July 9 in the city's busy Christian basti area on GS Road.

Meanwhile, an 82-year-old man has moved the Supreme Court apprising it of the incident of molestation of a teenaged girl in Guwahati by a mob of 16 persons and seeking compensation for her.

In his petition, Satya Pal Anand, a resident of Indore in Madhya Pradesh, has sought the apex court's directions for awarding Rs 27 lakh as compensation to the victim.

He has also sought dismissal of the Assam government for allegedly

IMF cuts India's 2013 growth forecast to 6.5%

NEW DELHI: The International Monetary Fund on Monday cut India's economic growth forecast to 6.5 per cent, down from its April projection of 7.2 per cent.

India's growth has already been slowing, and fell to 6.5 per cent for the financial year ended March 2012, after hitting a nine-year low of 5.3 per cent in the March quarter.

The International Monetary Fund also cut its global growth forecast and warned that the outlook could dim further if policymakers in Europe do not act with enough force and speed to quell their region's debt crisis.

The IMF shaved its 2013 forecast for global economic growth to 3.9 per cent from the 4.1 per cent it projected in April, trimming projections for most advanced and emerging economies. It left its 2012 forecast unchanged at 3.5 percent.

"Downside risks to this weaker global outlook continue to loom large," the IMF said in an update of its World Economic Outlook. "The most immediate risk is still that delayed or insufficient policy action will further escalate the euro area crisis."

The global lender said advanced economies would only grow 1.4 percent this year and 1.9 percent in 2013.

It chopped its forecast for growth in emerging economies this year and next, projecting they will expand 5.9 per cent in 2013 and 5.6 per cent in 2012. Both figures are 0.1 percentage point lower than in April.

The IMF cut its growth forecast for the crisis-hit Eurozone to 0.7 per cent in 2013, while maintaining its projection of a 0.3 per cent contraction this year. It said it now believes Spain's economy will shrink both this year and next.

The IMF sharply revised down its growth projections for the United Kingdom to 0.2 percent this year and to 1.4 percent in 2013. In April, the fund said the UK economy would expand 0.8 percent in 2012 and 2.0 percent next year.

Moving in the right direction, but...

The fund praised measures adopted by European leaders at a summit in June as "steps in the right direction" but called for more fiscal and banking integration. It urged the creation of a pan-European deposit insurance guarantee program and a mechanism to resolve failing banks.

"The utmost priority is to resolve the crisis in the Eurozone," the IMF said.

It urged the ECB to provide ample liquidity to support banks under "sufficiently lenient conditions" and nudged the central bank to further ease monetary policy.

It made clear, however, that Europe was not the only risk to the outlook.

The IMF, which trimmed its US forecasts slightly, said concerns were rising over a political battle brewing in Washington over how to avoid painful automatic spending cuts and tax increases at the start of next year.

The United States faces what economists are calling a "fiscal cliff" with the scheduled expiration of Bush-era tax cuts and $1.2 trillion in automatic spending reductions - enough fiscal tightening to knock the still-weak US economy back into recession.

The nation is also expected to run into the statutory $16.4 trillion cap on its debt before the end of the year, raising the prospect of a default absent congressional action to raise it.

While financial markets believe Congress and the White House will find a way to avoid a fiscal train wreck, the IMF warned of the "potential for a significant adverse market reaction" if that consensus view began to falter.

US business community worried about India’s investment climate: Barack Obama

WASHINGTON: Industry captains have said it. Economists, including the government's advisers, have said it and taken it back now and then. The government has accepted it in parts and resolved action. Now, in the first such observation from a foreign head of state, US President Barack Obama indicated it might be time for India to implement "difficult reforms that are necessary", given the stagnation in investment and job creation.

In an interview to PTI, Obama was careful not to be directly critical of the negative investment climate in India but cited the concerns of the American business community to make his points. Many in the American business community have expressed concerns that the investment climate in India is deteriorating, he said. "They tell us it is still too hard to invest in India. In too many sectors, such as retail, India limits or prohibits the foreign investment that is necessary to create jobs in both our countries, and which is necessary for India to continue to grow."

While applauding India's growth even in difficult times worldwide, he said, "there appears to be a growing consensus in India that the time may be right for another wave of economic reforms to make India more competitive in the global economy."

Slow growth reflection of global slowdown

While pledging support for India as it "makes the difficult reforms that are necessary", US President Barack Obama stressed that India had lifted tens of millions of people out of poverty to create one of the world's largest middle classes and the call for reforms should be seen in the context of its "incredible growth and development in recent decades".

"Indian innovation is an engine of the global economy. And even with the recent challenges, the Indian economy continues to grow at an impressive rate. The Indian people have displayed a remarkable capacity to meet India's challenges," he said.

Sounding positive about the Indian economy, "which continues to grow at an impressive rate", he said that to some extent, India's slower growth is a reflection of the larger slowdown in the global economy. Refraining from prescribing any solutions, he said, "it is not the place of the United States to tell other nations, including India, how to chart its economic future. That is for Indians to decide."

Describing PM Manmohan Singh as "my friend and partner with whom I have worked closely", Obama said he valued the insights of the Indian leader at various international fora including the recent G20 meeting in Mexico.

He said at the G20 they agreed that one of the best things they could do to get the global economy growing faster was to renew the focus on growth and job creation in their own countries. "That's my priority in the US. Of course, one of the most effective ways we can create jobs is to continue expanding trade and investment, including between the US and India."

Modi baiter fears for life, asks Chidambaram for help

NEW DELHI: Claiming a fresh threat to his life, BJP leader Sanjay Joshi, a known detractor of Gujarat chief minister Narendra Modi, has written to home minister P Chidambaram seeking enhanced security cover. The government said it was examining the request.

But Joshi's plea has given a fresh twist to his row with Modi that saw the RSS man being forced out of the BJP national executive. Despite the BJP brass bowing to Modi's demands, the bad blood has grown with "pro-Joshi" posters appearing in Delhi and Ahmedabad.

The former BJP general secretary has not only asked that persons making threatening calls be tracked down, but demanded that those behind the callers be identified and brought to book. The letter is bound to be viewed in the context of the factional clash in BJP.

As the Gujarat election scheduled later this year draws closer, Joshi's threat claims are sure to provide political fodder in the state where Modi's opponents are accusing the CM of running an authoritarian regime. The letter is being read to suggest Joshi's concern over Modi supporters targeting him.

Accusing Modi of being intolerant, Congress spokesperson Manish Tewari said, "Former CMs like Keshubhai Patel have accused the Modi government of being dictatorial. Sanjay Joshi cannot travel by train in Gujarat. The subversion of rule of law in the state needs to be investigated by those charged with ensuring constitutional provisions are adhered to."

Joshi has said after being provided with security after his earlier complaints, he feels safer in Delhi but he is now seeking security cover when travelling out of the capital. He said he needs to travel across the country for political work.

Asked about Joshi's demand, minister of state for home affairs Jitendra Singh said, "We have sent the letter to the concerned department. We are examining it."

The former BJP general secretary claimed he had received threat calls on his mobile phone from three numbers and also through letters. He wrote to Chidambaram on June 14, a week after he was forced out of the BJP national executive, and the letter was circulated on his behalf on Monday.

"Again, some people have started making fresh threatening calls to me on my mobile. I have also received a hand written letter from a person Rasool Khan wherein I have been warned that I should get ready for my death," said Joshi, who also marked a copy to the Delhi Police commissioner.

Arguing that he needs security while on the move, Joshi wrote, "I cannot manage my work and responsibility by sitting in Delhi. I want these persons and those behind them to be tracked down."

He added, "I pray for increasing my security cover not only in Delhi but also outside Delhi. Kindly do the needful and protect my life."
